Introduction Young adults (aged 18 to 24) had the highest rates of nicotine vape use (15.2%) of any age group in the USA in 2022 (high school students=14.1%, adults 25 years=5.3% and middle school students=3.3%).1 2 Among college students, past-month nicotine vape use was 18.0% in 2023.3 Flavours are a major driver of current use and experimentation, often perceived as more appealing and less harmful than tobacco flavours.4 Over 80% of US young adults first tobacco product was flavoured (including menthol), and 96.9% of young adults who vaped in the past month used flavoured products.5 6 Given the widespread use of flavoured tobacco products, tobacco control experts have identified sales restrictions as a promising policy approach to reducing tobacco use.7 In August 2020, the California legislature passed Senate Bill (SB) 793a statewide law prohibiting the sale of most flavoured tobacco/nicotine products, including menthol cigarettes, flavoured little cigars and cigarillos and flavoured vapes
